Felicia Baxter is a seasoned Human Resources professional with over 15 years of experience specializing in talent acquisition, communications specialist and strong background in workforce development. She currently serves as the Unit Growth Executive with Scouting America (formally Boy Scouts of America), where she builds connections between individuals and opportunities through strategic outreach, branding, and communication. Her role with Scouting America also focuses on growing new units, expanding membership, building partnerships, and inspiring youth development.

With a strong passion for workforce development, Felicia is committed to creating pathways that connect people to opportunities and drive both personal and community growth. Beyond her professional career, she is a community leader, wellness coach, and entrepreneur. She is actively involved in numerous organizations, including Moms Demand Action, NAACP, Down Home NC, Democratic Women, First Baptist Church in Raleigh, JCHA Alumni Association, Inc., and S & C Food Pantry, Inc., along with other community outreach initiatives. She also started Inspire2Empower Run/Walk group to help bring the community together and encourage healthier lifestyles.

After high school, Felicia attended North Carolina Central University, majoring Psychology and Art History, before transferring to NC State University, where she earned a BA in Communications with a minor in English. She began her career in media, but her passion for people and development led her to pursue an accelerated MBA program in Human Resources Management. Balancing her studies while raising her son as a single mother, Felicia’s journey reflects resilience, determination, and a deep commitment to helping others navigate challenges and achieve success.

In her free time, Felicia enjoys fitness coaching, thrift shopping, home design, running, and spending quality time with family.
